Sale commune possesses a number of functionaries who take care of different tasks in administrative and technical fields. Their number reaches 1981 functionaries and servants divided between 1072 ones who work in the sectors and services subsidiary to the council of the commune, and 862 who work in those subsidiary to the councils of districts ;they are divided as follows :

Technician assistants form 1063 employees from the total of the commune functionaries forming 56,54% , whereas administration assistants represent 12,50 % forming a total of 234 functionaries, but the percentage of administration assistants doesn’t exceed 15,70 % and the percentage of technician assistants 15,20% which makes a total of 296 for the first type and 285 for the second respectively.
According to their field of work , the commune functionaries can be divided as follows:
- The administrative sector: 351 functionaries.
- The financial sector: 185 functionaries.
- The technical sector: 292 functionaries.
- The environmental and social sector : 244 functionaries.
The age category between 45 and 54 form a percentage of 52,55 %from the total of the commune employees, and the age category between 55 and 60 form 22,94% , and 21,03 % is represented by the age category between 35 and 44 years , but the percentage of those between 24 and 34 years doesn’t exceed 3,46% .
