Starting from the role of elected councils in taking necessary measures to guarantee the development of the commune economically and socially, and in application of the terms of reference assigned to the head of the commune council in organizing and the contribution in controlling     unorganized professional  and commercial activities  in coordination  with local administrative authority, the communal council of Sale takes a number of pragmatic management steps and measures which aim at organizing and encouraging commercial activities in the city . Under this framework, and wanting to integrate ambulant merchants in an organized economy and to improve their living conditions, the council inaugurated and enlarged a number of markets in the city with the aim of organizing and promoting the commercial movement and guarantee its practice in suitable conditions.

An integrative approach which included all concerned parts was adopted to distribute ambulant merchants and to organize their activities in typical communal markets equipped with necessary facilities. These markets are shared on the five districts with a different absorbing capacity   explained in the following numbers:
