The “Thursday of Concertation of Salé” addresses the theme of “the environment and the cleanliness of the city”.

Within the framework of the project “Thursday of Concertation of Salé”, the commune of Salé organized a consultation meeting on the theme ” The environment and the cleanliness of the city “; on Thursday, April 6, 2017 at 4:00 pm in the main hall of the commune in Bab Bouhaja. The meeting was attended by Mr. Jamaâ El Moâtassim, President of the Salé Municipal Council, the presidents of the borough councils, members of the communal council, representatives of companies responsible for the management of the cleaning sector and those of  The German Agency for International Cooperation (GIZ), the media, community actors and citizens.

At the beginning of the meeting, Mr.El Moâtassim clarified that the choice of “environment and city property” as the theme of the second meeting dedicated to the “Concertation Thursday” project reflects the importance accorded to this issue by the municipal council. The latter has therefore taken a number of measures aimed at raising the level of cleanliness of the city and the aesthetics of its neighborhoods and preserving the environment, whether at the level of the management mechanisms or the possibilities financing. This meeting also reflects the awareness of the municipal council that improving the cleanliness of the city is a shared responsibility that requires the concerted efforts of all concerned. As a result, the meeting provides an opportunity for the municipality to open an expanded debate to jointly diagnose the reality of cleanliness and the challenges to be met and to evaluate the efforts made to arrive at concrete proposals whose activation will achieve better results.

Subsequently, Mr. Mohamed Laâlou, Deputy Communal Vice-President for Shared-Management Services, gave a detailed presentation on the efforts of the municipality to improve the city’s cleanliness and ensure the perfect management of the city ; through the delegation of the conduct of this sector to private companies specialized in the field, but with strict conditions for achieving efficiency and effectiveness, and through the launch of the “All for Salé to be a clean city “, which was attended in addition to the municipal services, councils of boroughs, societies delegated to the management of the sector of cleanliness, inhabitants and some associations.

Also, the speaker added that the budget allocated to this sector exceeds 136 million DH  per year, which represents 25% of the municipal budget; as well as the municipality has been working to update and renew the contracts concluded with the companies in charge to raise their investment budget and the addition of new clauses relating to the management of construction waste.

For their part, the representatives of the two companies, OZONE and MECOMAR, have highlighted, through their respective presentations, the services rendered at the borough level, as well as the human and material resources dedicated to this purpose . Thus, it has been reported that the amount of garbage produced each day exceeds 655 tons; while the leachate quantity is around 10,000 m3 per year. In addition, they highlighted the nature of the interventions carried out by the two companies through the collection, sorting and transport operations at the transfer center, as well as awareness-raising campaigns on the importance of their participatory commitment to maintaining the city’s cleanliness.

And on behalf of the commune’s consultation committees, Mr. Jaouad Abdelhadi gave a presentation on the contribution of civil society in raising awareness of the importance of improving the cleanliness of the city and its expectations of institutional actors, proposing a series of actions to improve the level of cleanliness of the city, including a comprehensive strategy for the management of the cleanliness situation.

The second part of this meeting was devoted to discussion and consultation with the public on the subject of cleanliness and the formulation of proposals and recommendations to be included in the program of action of the executive committee of the “Thursday of Concertation of Salé” for their activation.

It should be noted that during this meeting it was announced the launch of a new application which will allow the inhabitants – via their mobile phone – to inform the municipal services authorized and the companies delegated of the management of the cleanliness on the location of the black spots of accumulation of rubbish at the various quarters of the city; as the distribution of a list of recommendations resulting from the first meeting of the “Thursday of concertation of Salé”  that was attributed to the theme of the relation of the citizen with the communal administration.
