A Scientific Conference Held at Salé Municipality on the Theme: « Civic Behaviour: A Lever for Embedding Citizenship and Improving the Quality of Living Together »

Under the slogan “I Love You, My Homeland”, the Lafqui Titouani Foundation, in partnership with the Municipality of Salé, in collaboration with the Local Development Support Centre, and under the supervision of Dr Abderrahim El Atri, Professor at the Faculty of Letters and Human Sciences in Rabat, organized a scientific conference on Tuesday, July 21, 2026, starting at 5:00 p.m., in the main hall of the Municipality in Bab Bouhaja, on the theme: “Civic Behaviour: A Lever for Embedding Citizenship and Improving the Quality of Living Together.”

The event brought together several teacher-researchers and university students, representatives of civil society associations, media professionals, municipal officials, as well as many young people from the city of Salé.

At the opening of the conference, Mr Boubker Lafqui Titouani, President of the Lafqui Titouani Foundation, emphasized in his opening address that strengthening civic behaviour is one of the key indicators of the quality of life within society. He stressed that the purpose of the meeting was to open a responsible and constructive debate aimed at developing concrete proposals to make citizenship a daily practice.

In his keynote address, Dr Abderrahim El Atri examined the profound demographic, economic and social changes that have fostered a growing trend towards individualism and an imbalance in the hierarchy of values, whereby personal interests often take precedence over the collective interest. According to him, this evolution has contributed to the emergence of social dysfunctions that have weakened social ties and undermined the quality of living together. Public spaces, marked by sometimes irresponsible behaviour, represent one of the most visible manifestations of this crisis of values.

Moderated by journalist Abdelhak Belachgar, the meeting featured an in-depth debate that resulted in several practical recommendations. The main recommendations included: developing human capital by integrating citizenship values into educational programmes, with particular emphasis on putting these values into practice; reaffirming the vital role of the family in building civic awareness; involving civil society in the planning and management of development projects; adopting a deterrent yet flexible legislative framework; and using social media to disseminate awareness-raising videos encouraging appropriate civic behaviour.
