Visit of the Director of Cooperation and Planning in Mozambique to the Services of the Municipality of Salé

In the context of South-South cooperation relations, Mrs. Candida Noiane, Director of Cooperation and Planning at the Ministry of State Administration and Civil Service in the Republic of Mozambique, arrived at the commune of Salé, as early as the afternoon of Friday, May 25, 2018, as a guest, for a working visit; and this to inquire about the communal experience in local management.

At this meeting, which was attended by the 3rd vice-president of the communal council, Mr. Bahaeddine Akdi, the head of the department of bilateral cooperation at the Ministry of Reform of Administration and Civil Service, Mr. Ismail Amartini, in addition to the director general of the services of the municipality and the head of the Division of Information Systems and Communication, as well as executives belonging to this division, the Mozambican leader was informed of the opening approach from the commune of Salé on various partners, either through the presentation made on this occasion or through clarifications and additional explanations given by local government officials.

Following this reception, Mr. Akdi presented a symbolic commemorative present to the guest of the commune.

The director then went to the offices of the Civil Registry and the Single Window of Urban Planning, where she became aware of the progress made by the municipal administration to accelerate the pace of its services and modernize its structures; through the efficiency and effectiveness of digitization, in addition to the simplification of paperwork and administrative procedures.

The commune council of Salé concludes the work of its extraordinary session by approving the Communal Action Program

The president of the municipality of Salé, Mr. Jamaâ El Moâtassim, presided on Wednesday, May 30, 2018 from 15:00 at the seat of the commune, the work of the single meeting of the extraordinary session of the council; in the presence of the council members, the representative of the local authority, certain civil servants and a group of citizens.

At the beginning of this session, and after the welcoming address of the communal president, the secretary of the council read out the items on the agenda of the session.

After a thorough debate and except for the 2nd point – concerning the approval of the Delegated Management Contract relating to the Financing, Design, Studies, Construction, Equipment, Management and Exploitation of underground public car parks in Salé – which was postponed to a later session, the other items on the agenda were unanimously approved. It is:

  • Study and approval of the Communal Action Plan;
  • Partnership agreement for the creation of a zone of economic activities and services at the boulevard Zarbia in the district Hssaine, part of which is dedicated to craft shops located in the parcel registered under the title number TF66612 , which is in the path of the tramway;
  • Approval of the amendment to the contract concluded with the local development company “Sala Noor” for the management of public lighting in the city of Salé;
  • Approval of the amendment to the tax order;
  • Approval to transfer funds from the Operation to Investment section;
  • Approval of the temporary occupation of part of two properties registered successively under the securities numbers T76583 / R and T4349 / R for the benefit of the company Tramway of Rabat-Salé for the temporary transfer of traffic on Zarbia Boulevard, to build an art installation at the junction of the high-speed line (LGV) with Zarbia Boulevard;
  • Approval of the planning of the public road for the construction of the ring road N ° 2 at the entrance of the district My Ismail, and the designation of lands to be expropriated for this purpose and by the temporary occupation, according to the estimates of the administrative committee for evaluating.

Mr. Jamaâ El Moâtassim received a delegation from the Central African Republic

The President of Salé commune, Jamaâ El Moâtassim, received, Wednesday, May 9, 2018 in the afternoon, at the headquarters of the commune, a Central African delegation currently in Morocco for a working visit from 5 to 11 May 2018, during which she will visit some Moroccan cities to learn about the Moroccan experience in the field of decentralization and local management; this delegation includes Messrs:

  • David Sogbo -Ango: Director General of Decentralization and Local Development;
  • Thierry Seraphin Bema: Director of Territorial Communities and Local Development;
  • Michel Appolinaire Bangui: Director of Studies, Planning and Statistics;
  • Jean Louis Lengue Omo: President of the Division of the National Register of Civil Status.

Attended this working meeting Messrs: Mohamed Laâlou and Hicham Hassani, vice presidents of the communal council, representatives of the General Direction of Local Authorities, the Director General of the Communal Services, the Director of the Cabinet, as well as certain heads of services and municipal executives.

At the beginning of the meeting, Mr. El Moâtassim expressed the commitment of the Kingdom of Morocco to its African membership and its will to promote South-South cooperation, which is a strategic option to consolidate the bonds of brotherhood, friendship and solidarity with African countries, and to build partnerships in various fields that benefit the different parties.

Mr. El Moâtassim stressed the importance of exchanging visits between African leaders through training courses to exchange experiences and skills on management practices at the decentralized level.

The meeting was marked by a detailed presentation by Mr. Mohamed El Houri, a senior staff member in the Division of Information and Communication Systems, on the communal experience in the management of local affairs, the various measures taken to develop the services provided, as well as the efforts made by the municipal council to implement the principles of open municipal administration, in particular: integrity, transparency, institutionalization of dialogue and consultation mechanisms, participation citizens in the proposal, monitoring and evaluation of municipal action, in addition to the increased use of information and communication technologies.

With regard to the improvement of the quality of municipal services, the delegation followed an institutional video which presented the most important measures taken to modernize a range of communal services such as civil status, tax administration, the single point of contact. urbanism and others.

At the end of the reception, Mr. El Moâtassim presented the members of the African delegation with symbolic souvenirs.

The delegation then undertook a visit to the headquarters of the one-stop urban planning office, where it was informed about the functions of the one-stop shop and its administrative units and the licenses granted, in addition to the visit to the headquarters of the local development company. HM the King, Amir Al-Mouminine, inaugurates in Salé the “Mosque SA Princess Lalla Latifa” and performs the Friday prayer there

His Majesty the King Mohammed VI, Amir Al-Mouminine, may God assist him, proceeded on Friday at Hay Essalam in Salé, at the inauguration of a mosque that the Sovereign has baptized “Mosque SA Princess Lalla Latifa” before performing the Friday prayer.

The inauguration of this religious building, on the second day of the holy month of Ramadan, reflects the special attention given by HM the King, Amir Al-Mouminine, to religious affairs and his permanent desire to endow the Kingdom with mosques combining functionality and aesthetic, so that the community of believers can worship in good conditions.

Made according to authentic Moroccan architectural standards, the mosque “SA Princess Lalla Latifa” has all the necessary amenities for worshipers. It houses two prayer rooms (men and women), a Koranic school, housing for the Imam and Muezzin and shops. Its architectural design reconciles authenticity and modernity to the extent that it respects the principles of energy efficiency.

With a capacity of more than 1,800 faithful, the new mosque was built by the Ministry of Habous and Islamic Affairs on a plot of 1,200 m2, with a budget of 11 million dirhams.

This project is in line with the state policy on the construction of mosques as part of a program modulated according to the needs of the faithful, ensuring a harmonious distribution of places of worship through different regions of the Kingdom.

HM the King launches in Salé the construction work of an artistic and cultural animation complex

His Majesty the King Mohammed VI proceeded on Thursday at the Tabriquet district in Salé, at the start of the construction work of a complex of artistic and cultural animation, a new concretization of the high royal solicitude constantly shown towards the sector of art and culture.

A socio-cultural vocation par excellence, this complex, which will be realized by the Mohammed V Foundation for Solidarity, will not fail to improve the access of the local population to the structures of cultural and artistic animation, with all that in comes in terms of developing intellectual potential and creative abilities.

Mobilizing investments in the order of 16 million dirhams, this project will be erected on a plot of 3,000 m2 and will eventually be a space for reception, service and artistic and cultural animation, promoting the emergence of new talents among the younger generations and the development of artistic projects.

Result of a partnership between the Mohammed V Foundation for Solidarity, the Ministry of Culture and Communication, the Prefectural Council and the City Council of Salé, the future complex will benefit more than 20,000 young people per year. It will house a theater center with a performance room, with a capacity of 200 seats with backstage and artists’ lodges, an exhibition hall and a workshop for learning theater techniques.

This cultural project will also include a Music division (music and restoration and musical instruments tuning workshops), a Body Expressions division (choreographic learning rooms), a graphic arts center (arts workshops, plastics, calligraphy and computer graphics), and a Book Club housing a library, a media library and a workshop to learn the techniques of restoration, binding and gilding of books.

Training and rehearsal space for the theater and music groups of the city, this complex, which will be realized within 24 months, will contribute to the strengthening of the artistic and cultural infrastructures of the region and the promotion of all forms of creative expression, in harmony with the secular heritage of the city of Sale and the new, multiple and varied trends of modern life.

HM the King launches in Salé the national food support operation “Ramadan 1439”

His Majesty the King Mohammed VI, may God assist him, on Thursday at the Al Inbiât district of Salé, at the launch of the national food support operation “Ramadan 1439”, initiated by the Mohammed V Foundation for Solidarity at the opportunity of the holy month of Ramadan.

This action of generosity, highly significant in this blessed month, reflects the constant royal solicitude towards the poor and comes to devote the values ​​of humanity, solidarity, mutual aid and sharing characteristic of Moroccan society.

Organized with the support of the Ministries of the Interior (Directorate General of Local Authorities) and Habous and Islamic Affairs, this national operation, which is in its 19th edition, has become over time an annual meeting to bring helping and comforting the most vulnerable social groups, including widows, the elderly and people with disabilities.

It is in line with the humanitarian program led by the Mohammed V Foundation for Solidarity, which aims to provide support to those who need it most, while promoting the culture of solidarity.
The operation “Ramadan 1439” mobilizes a budget of 80 million dirhams, against 55 million dirhams that were allocated for the previous year. This increase is due, at the same time, to the enlargement of the base of the beneficiaries, which is established this year to 2.5 million people grouped within 500.000 households, of which 429.100 live in rural environment, but also to the adding new foods to the food basket offered.

For the smooth running of this operation, thousands of people are mobilized, supported by social workers and volunteers, including young students. The implementation of this initiative is also subject to controls, in particular at the level of two committees, one local and the other provincial, which ensure on the ground the monitoring of the supply of the distribution centers, the identification of beneficiaries and the distribution of foodstuffs.

The Professional Group of Banks of Morocco (GPBM), the General Treasury of the Kingdom and Barid Al Maghrib also lend their support to the Mohammed V Foundation for Solidarity by helping to control the financial aspects of the operation. The National Office for Food Safety (ONSSA) oversees the quality control of distributed food products.

HM the King inaugurates “Prince Moulay Abdallah” Prefectural Hospital in Salé

His Majesty King Mohammed VI, May God Assist Him, proceeded on Wednesday, May 16, 2018 in the Hssaine district, at the inauguration of the “Prince Moulay Abdallah” prefectural hospital, with a capacity for about 250 beds and required an investment of  312 million dirhams.

With a strong social impact, this project reflects the Sovereign’s particular interest in the health sector, particularly through the development of hospital infrastructures, the strengthening of basic health services and their bringing together of citizens.

It also testifies of HM the King’s conviction that the right of access to health services, which was enshrined in the Kingdom’s constitution, represents one of the major pillars for the consolidation of citizenship with dignity and for the realization of the global and integrated human development.

This new hospital structure, which will serve a population of more than one million inhabitants, will ensure greater complementarity in the health map in the Rabat-Salé-Kénitra region, while promoting the decongestion of the University Hospital Center Ibn Sina of Rabat, nursery of competences and structure of medical research of national dimension.

With a regional vocation, this hospital translates the permanent Royal Will to allow all citizens to access quality health care.

Constructed on a plot of 3.7 hectares, the new “Prince Moulay Abdallah” prefectural hospital, featuring the latest in contemporary technology, contributes to bringing basic health services closer to citizens who no longer need them to move to Rabat for complicated surgeries or some difficult pathologies.

It includes a medical-technical department (medical imaging unit, medical biology unit, resuscitation unit, functional exploration unit), an emergency department, a blood bank, a hospital of the day and a department. Mother-Child sheltering units of gyneco-obstetrics and pediatrics.

The “Prince Moulay Abdallah” prefectural hospital also includes departments of surgery, trauma-orthopedics-neurology, ophthalmology-ORL-stomato, nephrology / hemodialysis and polyvalent diagnostic units, a heliport, RAMED windows, CNOPS , CNSS, and other administrative and technical dependencies.

Conducted by the Ministry of Health, this new hospital structure will offer personalized care to the populations of the city of Salé, in a modern and humanized setting, responding to the symbolic social and civic dimension of the Hospital.

It should be noted that the new hospital, located in the Hssaine district, will be served by line two of the Rabat – Salé Tramway, whose extension project is currently underway.
