Under the honorary presidency of His Royal Highness Princess Lalla Meryem, the Association of Bouregreg organizes, with the support and the co-operation of a multiplicity of partners, the manifestations of the 11th edition International festival of the “Children of Peace” for the period from July 22nd to August 1st, 2017.
This edition will know the participation of 28 artistic groups’ children coming from various areas of the world, presenting a variety of folk shows, with more than 600 children linked by the single slogan generating the dissemination of culture of peace and the peaceful coexistence.

Take part also in this edition, in a remarkable way, 13 African countries and Russia as a guest of honor.

Under the topic: “The economic dynamic and the investment”, the president of the commune of Salé, Mr. Jamaâ El Moâtassim, chaired, Wednesday, July 19, 2017, work of the 3rd workshop organized within the framework of the preparation to the communal action program, in the presence of a number of elected officials, representatives of the decentralized services of the governmental sectors concerned, associative actors and civil servants of the commune.

During this workshop, the representative of the research department, in charge of the follow-up of the preparation to the action program of the commune, took stock of the potential and competences available to the commune, and whose exploitation will allow the reinforcement of its economic dynamism and the rectification of its prospects for investment; as well as proposals for a project aiming at supporting the economic activities and the reinforcement of the reception facilities of the industrial and tourist investments, etc, in particular of the zones dedicated to the economic activities, the creation of shopping centers and urban markets of proximity.

The interventions of the participants supported that the city of Salé has all the ingredients of a true economic take-off, and assets necessary to attract the national and international investments; and that the optimal investment of these qualifications and the promotion of their components, in an economic environment characterized by the fierce competition and the recognition of the effectiveness, constitute one demolished major with the development communal, which forces all the recipients to improve coordination between them in order to make known specificities of the city at various levels history, tourist, cultural, commercial, etc.; the speakers also stressed that the seduction of the multinationals for the creation of new branches or subsidiaries and the expansion of their investments to the commune, imposes the creation of competitive privileges of its territorial field, that also depending on the new measures which will be taken soon to support the infrastructure available to the investment.

For its part, Mr. El Moâtassim affirmed that the creation of the wealth and the creation of job to the profit of the young people of the city and excellence in the attraction of the companies contributing to the revival of the local economic activity, require the concerted efforts of all the sectors concerned in order to ensure an infrastructure favourable with the reception of economic affairs and their imposing rise; and in economic terms, the speaker added that the communal council holds with the catch of all measurements and the initiatives allowing the territorial field of the commune of benefit on the one hand operations of repatriation of the large companies, like those aiming to encourage the individual and collective initiatives for the creation of small and medium-size companies.

Work of this workshop was completed by the proposal for project intendeds to reinforce the communal economic dynamic, and which will be treated thoroughly before their inclusion with the action program of the commune.

The subject of town planning and the space development was the object of work of the 2nd workshop organized by the care of the commune of Salé, Friday, July 14, 2017, within the framework of the preparation to its action programme which reached its fifth phase booked with the material and financial programming of the projects.

This workshop, chaired by the president of the town council of Salted, Mr. Jamaâ El Moâtassim, in the presence of the members of the office of the council, the Presidents of the Borough Councils, the representatives of the services external of the governmental sectors concerned, Bouregreg Valley Development Agency, the architects, a certain number of associative actors and executives and civil servants of the commune, was devoted to the discussion of the list of the projects suggested on behalf of the research department in charge of the preparation of the program, as results of meetings arranged for eight month and implying the various interested and intervening parts in the field of town planning.

Indeed, the participants in this workshop unanimously agreed that carrying out projects relating to the urban and architectural quality of the city is a priority, with the adoption of a fair distribution of the projects between the districts while reducing the notable difference between the various districts in terms of services and installations, as well as speeding up the necessary  measures for the restructuring of informal settlements and the coordination between the various actors on this subject.

The Municipal Council of Salé held an extraordinary session, under the presidency of Mr Jamaâ El Moâtassim, President of the commune, and in the presence of the representative of the local authority, the members of the council, certain communal executive officers and a public of citizens; on Thursday, 13 July 2017, from 15:00, at the large meeting room in Bab Bouhaja.

The proceedings of this session were initiated by the welcome speech of the President of the Council and then by the recitation of the “Fatiha” in contemplation on the souls of the fathers of certain members of the council who had their last breath.

After discussion of all the items on the agenda of the session, the Council unanimously approved the following points:

1. Agreement on the overall allocation attributed to the boroughs;
2. Agreement of the partnership convention, within the framework of the INDH, concerning the equipment of a socio-cultural center in the borough of Hssaine;
3. Agreement of the partnership convention, within the framework of the INDH, concerning the construction of a socio-cultural and sports complex as well as local amenities in the borough Laâyayda;
4. Agreement of the partnership convention, within the framework of the INDH, concerning the realization of a socio-educational space aimed at supporting the skills of young people in the borough Laâyayda;
5. Agreement of the expropriation of the plots forming the property base necessary for the rehousing of the families benefiting from the 2nd section of the Douar Sehb El Kaid in Salé, according to the estimates of the Administrative Committee of Evaluation;
6. Agreement of the Roads Alignment Order by changing the route of Zarbia RP 4105 to hssaine in the segment linking RP04 and RP08 bypasses and designating the buildings intended for expropriation in this area Meaning and temporary occupation; as estimated by the Administrative Committee on Evaluation;
7. Agreement of the regulatory decision concerning the granting of the temporary operation of parking stations for cars, motorcycles and bicycles;
8. Agreement of the regulatory decision concerning the granting of the concession right for the transport of meat from the municipal slaughterhouse of Salé;
9. Agreement of the amendment to the specifications relating to the rental of the municipal swimming pool and its related facilities at Hay Rahma ;
10. Agreement of the updating of the lease contract concluded between the commune of Salé and the literacy cooperative “Al Wifaq” of senior education and training officials in Salé concerning a building in the form of a private school at residence “Assafae 6” in the borough Laâyayda;

The regional coordination of the Social Development Agency (ADS) in Rabat organized a seminar on “Social Development and Civil Society: Issues and Challenges” on Tuesday 11 July 2017, at the headquarters of the commune of Salé.

The seminar is an opportunity to discuss the constitutional roles of the civil actor in the field of social development, the relationship between the components of the social pole and the notion of social development in Morocco.

The meeting is organized within the framework of the partnership agreement signed on 29 December 2016 for the operationalization of the (Irtikae) program for the qualification of associations in the number of 90 associations between the Ministry of the Family, Solidarity, Equality and Social Development, Provincial Committee of the INDH of Sale and ADS.
The seminar was attended by representatives of the Ministry of Family Affairs, Solidarity, Equality and Social Development, ADS, national mutual aid, the province of Salé in addition to elected representatives, representatives of the external services and civil society.

By encouraging the brightest students in the Laayayda borough’s territorial jurisdiction, its borough council organized Friday, July 07, 2017, the second edition of the ceremony of excellence in primary, secondary and college grades qualifying for the 2016-2017 school year.

During this ceremony, which was attended by representatives of the local authority, borough councilors, associations, the consultation body in the borough, a large number of students, their parents or guardians, as well as educational executives, Mr. Azz El-Arab Halimi, Chair of the Borough Council, supervised the awarding of prizes in the form of computers, tablets and school references to the best students to encourage and motivate them to do even better during their school curriculum.

In preparation for the communal action program, the president of the commune of Salé, Mr Jamaâ El Moâtassim, presided on Wednesday 12 July 2017 in the main hall of the commune in Bab Bouhaja, a workshop dedicated to the cultural aspect being an integral part of the program; in the presence of the secretary-general of the Ministry of Culture, the president of Bouknadel commune, the presidents of the borough councils, representatives of the external services, certain personalities active in the cultural and artistic field, a group of cadres and officials of the commune.

At the beginning of the meeting, Mr Jamaâ El Moâtassim underlined that the organization of the first workshop, a series of workshops to be held in preparation for the action program of the fifth phase and concerning the material and financial programming of projects devoted to the cultural field, the aim of which is to develop a clear matrix of consensual projects by the interested parties, to participate in the promotion of the cultural heritage of the city and to achieve Its development. Mr. Jamaâ El Moâtassim added that the city of Salé is distinguished by its cultural impulse in all its material and immaterial manifestations and that the municipal council aims at the investment of its components and cultural specificities, a manner likely to strengthen its competitiveness and its position among the other cities of the Kingdom; and this requires thinking about the broader concept of culture as an industry and economic activity contributing to the economic development of public domains through the creation of employment opportunities and the recruitment of available capacities. The speaker also stressed the need to improve the means of cooperation and partnership between the municipality and the competent parties for the management of the cultural services currently being carried out and those to be developed in the future.

For his part, Mr Mohamed Lotfi Lmrini, Secretary General of the Ministry of Culture, affirmed the importance of organizing a workshop devoted to the field of culture and which marked the city of Sale over the centuries, appreciating the role of the cultural industry in achieving communal development, given the financial resources and employment opportunities comparable to those of other industries. To this end, the speaker stressed the need to invest in the cultural field of the city, through major axes including good management of the sector by building the necessary cultural infrastructure and broadening the circle of projects, with a focus on the development of innovative and distinct projects associated with the name of the city.

In the same line, Mr. Abdessamad Zemzami, president of the commune of Bouknadel, highlighted the cultural qualifications of the city of Salé, allowing it to occupy a privileged place among the other Moroccan cities, and that the exploitation of these qualities should be a priority for all municipalities in the city, in order to strengthen its positioning at the regional level and achieve its development, calling for reflection in the creation of artistic and cultural platforms that make the city known internationally , like many cities.

And after a presentation, the representative of the research department responsible for accompanying the municipal services in the preparation of the action program of the municipality, entitled “Cultural heritage, a key lever for local development” which is based on the cultural components of the city, the participants discussed how to enhance the city’s cultural heritage and plans to commercialize its cultural qualifications in order to contribute to its development and strengthen  its cultural influence at national, even international level. As a result, the workshop provided an opportunity to formulate a set of recommendations that will be considered for their inclusion in the program.
